No USB after hard boot

I have a very strange issue that just started to occurs in the last week or so and I'm hoping someone can shed some insight as to why it's happening. 

 

When my system is hard booted for any reason when it boots back up I have absolutely no USB devices. 

 

Doing a system restore sometimes fixes the issue which leads me to believe it's software issue. 

 

In BIOS i have mouse and keyboard support. I also have it in the windows 10 system diagnostics menu where you can launch, command prompt, system restore, OS rollback etc. 

 

Amyome have any ideas as to the root cause of this? It's very frustrating. 

 

Windows 10 Pro (all public updates installed)

6850x OC 4Ghz

32GB Corsair DDR4 3000 LED Blue

Asus Strix X99

EVGA 1080ti hybrid

 

USB devices currently:

Strafe silent 

Logitech G933 (receiver in strafe)

Asus PG279Q pass through

Steel series rival 300

Oculus 

2 Oculus sensors

Xbox Controller windows receiver

Have you tried clean installing windows to fix it?

The first time it happened (6-3) a system restore did not work so I ended up doing a repair install and that fixed my issue. It happened again this evening and a system restore fixed it.

xbox controller receiver needs be under network devices or gamecontrollers in the device manager or it will battle with other usb devices

I'll check that when I get home this evening. 

 

If if it isn't under the correct category would it cause this issue?

if my system is powered down safely I have USB on boot up. This only occurrea from a hard boot.
