Hard Drive "Glitch"

I fixed the drive. It was software preventing it from being a regular disk, I just completely wiped the drive then added a new volume in computer management. Thanks for the help.

Im getting a 1TB hard drive ready for my friend. Its a WD Caviar green with 7200RPM and 30mb cache. 

 

The issue is that this hard drive only starts spinning if its using an external HDD enclosure power connector , not any ordinary PC power supply. I tried changing the power connectors and using an eraser to clean the ports and this does not fix the issue.

 

Any Ideas on what might be wrong?

 

Note: this HDD is from an external HDD drive and I also have a 2TB hard drive that is also from one. The 2TB one is my current second hard drive I use and it works fine with my CX600.

No matter how the driveis formatted, it should spin up and be detected by the BIOS and the OS (Even if it can't mount the partitions, it'll see the DRIVE when you look at it in Computer Management)
