Hello guys, so I just started running into this problem yesterday. Windows task manager is showing the 100% CPU utilization, and another monitoring app ( intel extreme tuning utility) showing 20%-30% CPU utilization. See below. I did some research and did some changes to fix this. so far, I turned off all startup apps, put windows on performance mode, power options on performance mode(after resetting to default settings), I did all the recommended changes in the registry, and finally, I scanned for malware and all other issues in safe mode with CCleaner. none of the mentioned yelled any success. I noticed that my PC restarted overnight by itself due to windows updates (2017-06 Update for Windows 10 Version 1703 for x64-based Systems (KB4022405), 2017-06 Security Update for Adobe Flash Player for Windows 10 Version 1703 for x64-based Systems (KB4022730), 2017-06 Cumulative Update for Windows 10 Version 1703 for x64-based Systems (KB4022725)) and I'm guessing there is a connection. any suggestions?

So what is using the cpu then? You have it covered up in the task manager. Take another screenshot so we can see what is being used.

That is a very strange bug, I don't think I've ever seen that before

You can see it's sorted by CPU and scrolled to the top so the biggest consumers are right there, and they don't add to 100%... more like the 30% that's actually used according to the Intel tool

Would still be good to see what he has running. Does task manager go off how many cores are being used? May be why intel says 30% and task manager 100. One core may be fully used.

from what i just see there, it's adding up to 91.1%.

No, on Windows 100% means the whole CPU, as opposed to Unix based systems where 100% is one full core, 200% is two, etc.

What mouse are you using? If it's a 1000hz mouse, try putting it to 500hz and see if the usage drops.
Also what other peripherals are connected? Remove all them and see if it drops.

Well I see a few more oddities.  As was pointed out, all the little things actually add up to a fair bit, coming to around 80 - 100%.  this is odd for two reasons:

  1. It's very different from the Intel tool (ie, the topic of this thread)
  2. It's far too much.  When I look in my task manager at idle, the vast majority of tasks are not just well under 1%, but in fact exactly 0%.  It seems you have quite a few ranging from 1% to almost 8% just in the space that is visible

You are absolutely right. I mean I tried adding up all the running apps and they add up to close to what is displayed, but as of 2 days ago, all the numbers were reflecting accurately. I mean from what I noticed the PC's performance is not affected at all. I ran benchmarks and tried to run few games and I didn't notice any issues. The CPU is running at 45c and no throttling whatsoever.

I'm using G900 wirelessly now. I disconnected everything and didn't see any difference.

Try scanning with Malwarebytes instead.

In the task manager go to the performance tab and open resource monitor and see how it's doing there. That should give you a better look of what's going on.

It definitely seems like task manager is just inflating the used percentages, but I can't imagine why or how

I did not try cinebench itself but I tried multiple other benchmarks. the results are very normal no throttling whatsoever and the scores are in line with the usual results I would expect. Heating wise the CPU is running at no more than 60c through said benchmarks (normal cases 30-40c).
