I believe the official term is "rotary tool", but most people just call them a Dremmel (Which is an actual brand name - similar to Kleenex vs Tissue Paper, or Band-aid vs bandage)

 

EDIT: Huh... @ARikozuM is right about our spelling... only one 'm'.
