I am NOT running ANY thing gpu intensive and i am the only user logged in. Thouhg i did just close rising storm

You've probably enabled 'force constant voltage' in Afterburner by accident.

Quite low temps for 100% load though, do they go up when you stress the GPU? In that case it could just be an inaccurate reading.
