Your frames will also depend on what settings you're using.  Anti-aliasing (i.e. SMAA, SSAA, etc.)  and tessellation, for example, can be pretty demanding on a gpu. so frames won't be as high with features like that enabled.  It depends on the game and your graphics card as to what graphics settings are available to you, but you can still change the amount of AA in  most games graphics settings.  (or turn it off).  I don't think a 1080 is overkill in your situation.  It might be for some of those games, but in general, i think you're right where you need to be

1070 should be nice for high fps, full max on 1080p

depends on what you plan to do with it and what performance you're expecting.

Oh yeah, forgot about that part, fyi I'm going to play games like CSGO, TF2, R6Siege, GtaV, Payday 2 and a few other ones

Not without spikes.  GTX 1080 is recomended for 140FPS+
