does  cpu speed matter in performance so like a cpu have 3.2 ghz and other one have 4.0 well it matter?

Only if they are the same architecture are they really comparable. i.e. R7 1700 is slower than the 1800X at STOCK speed but overclocked the 1700 is identical. They are the exact same chip.

what if 1800x is overclocked to its maxed performance ?

All the Ryzen chips are overclockable. You can easily get a 1700 up to 3.8Ghz and save some money. But some people don't want to bother with overclocking.

Still very close to the 1700, IMO not worth the extra money that could be spent on more RAM, more storage, better case, better cooling, etc.

Im currently saving up for a ryzen upgrade myself I just cant decide between the 1600 and the 1700... Sometimes it just gets annoying helping people with GTX 1080tis (not that I dont like the people, I just get jealous lol)

same, HD4600 here (not that I can't get a 1080Ti, I have enough, my parents just don't want me spending more money on games when I should be focusing on SATs lol)

Oh I just plain don't have the money lol. I'm not old enough for a real job so I cant really have a good income of money. Which is why its so hard to decide between 1600 and 1700

Lol yeah neither am I, I'm 16 but have money stored up. Enough to add a solid GPu to my current rig or even build a scratch 1080/1700 build but, again, parents

Oh well 16 y/o would prob get you some kind of job (atleast where I live it would for sure) but I'm only 12, well 13 in like 3 days
