GTX 1080ti performance issues

I built this system about a month ago, here are the specs:

 

CPU: AMD - Ryzen 7 1800X 3.6GHz 8-Core Processor  
CPU Cooler: Corsair - H100i v2 70.7 CFM Liquid CPU Cooler  
Motherboard: Asus - CROSSHAIR VI HERO ATX AM4 Motherboard  
Memory: G.Skill - Ripjaws V Series 32GB (2 x 16GB) DDR4-3200 Memory  
Storage: Samsung - 960 EVO 500GB M.2-2280 Solid State Drive  
Video Card: Gigabyte - GeForce GTX 1080 Ti 11GB AORUS Xtreme Edition 11G Video Card  
Power Supply: Corsair - 760W 80+ Platinum Certified Fully-Modular ATX Power Supply  

 

I've installed and reinstalled all the drivers including the mobo and i still dont get the performance i thought i would. I tried playing league of legends on it and i get somewhere between 80-130. I dont know why but while playing league the GPU utilization is never higher than 30%.

make sure the cpu isn't thermal throttling

I just did a stress test using AIDA64 and it performed at 100% for 22mins.

idk maybe check the cables into the card and make sure that they are secure?

It's weird that you have that PC and use it to play league.

 

Have you tried any graphic intensive AAA games? Try it at 1440p or 4K and see if the numbers you get match with benchmarks on the internet.
