should my core clock & voltage be fluctuating so much on idle?

Idk what I've done lmao.

 

I did OC tweaker and asus Performance mode in my BIOS and had a higher core clock I think, but it also seems to be fluctuating a lot

It depends on what else you're doing in the background. Or you may have a background app you're not aware of that pings the processor once in a while.

I had Aida64 running in the background but it wasn't stressing my computer out, as well as chrome, steam and teamspeak.

Look at your CPU usage in task manager.

If you have stuff in the background then it's definitely not idle.

My vcore and usage fluctuate quite a bit as well

but when usage is literally below 5% the vcore stays the same.

That is EIST on it's normal behavior. It's quick to respond you you don't experience stutter. There must be a program asking for enough resources for it to be so "spiky". Not a whole lot, it depends on minimum % CPU usage set on energy advanced configurations.

Well, it still fluctuates a lot from 800Mhz to like 4000+ 

Causes the temperature to be in the 40s or above. Doesnt seem right.

What does the CPU usage look like?

Not the clock speed.

Post a screenshot of task manager.

Seems to fluctuate a lot, from 5-20% when i'm just doing every day stuff as shown there

Oh that's normal, that's far from idle.

Maybe you need to turn off some stuff in the background.
