hi there iv just upgraded my cpu from a i5 4440 to a i5 4670k both a LGA1150 socket 

but  this is reason i upgrade my cpu was  hitting 100% when playing games and streaming (only since Windows 10 anniversary update )

so i saved up and some of my viewers help me get the i5 4670k but im still getting 100% cpu even to stock i5 4670k clock better then the i5 4440 

iv not overclock 

any help would be nice, i will list my speck if helps

You should have gotten an i7 CPU for gaming and streaming.

Should not be bottlenecking all. My CPU is older than yours and I get 15% while playing Fallout 4 and 35% while streaming FO4 to Youtube...something's wrong with your stuff

so could any one suggest what i need to do like reinstall windows or anything els im open to suggestions

This is my personal suggestion - don't use windows 10. I've been using W7 since beta ISOs were released. I tried W10 and hated it.

 

I doubt you'd need to reinstall Windows but you probably need to check background processes. On any new install I disable certain services like Superfetch, Windows Defender, and when I stream I stop Windows Update manually to prevent it from interfering.

 

Another thing you can do is check Task Manager and sort processes by CPU usage to help find a culprit.

 

Process Explorer from SysInternals is a great tool - I have it in my Windows system folder so I can run it with WIN+R.

 

Twitch's streaming client is extremely poorly optimized, which is why I stream to YouTube instead. There's a variety of tools available that are free for streaming.
