Hey guys, I have been trying to setup an FTP server using Windows to access a few folders from an external network. I have the accounts set up, port forwarding, etc done too. However, when I try to to connect, it says waiting for welcome message, then times out. Any ideas to what could be causing the timeout?

You should give your ISP a call asking about "IP capsuling" and/or "IPv6"... Many ISPs silently only hand you an IPv6 and cluster you together with some other people and assign that cluster an IPv4, rendering your portforwards useless... It happened to me before, but they switched me back to pure IPv4 upon request free of charge.

So you can connect locally to it ok, you just cant connect to it externally? 

Is this on your local system, or have you tested it from another machine on your network? (to ensure its not firewall)

When you try and connect from external, are you using the IP address from something like http://ipinfo.io ?

If its only external connection not working, and you have forwarded the port correctly, then your ISP could be using CGNAT as Chalk suggested.

I'm having difficulties internally too.

I don't think that is the cause, I've opened other ports successfully.

What OS is the server running? Have you made a firewall rule to open port 21?

Nope, I cant locally connect. I have a Windows Firewall open rule for it, along with a port open on my router.

 

EDIT: Ended up being something completely unrelated, thanks regardless.
