Sata cable management problem

Pull the slack from the part of the cable attached to the PSU shroud and not the connector end.

I got a pair of nippers that would cut thru that in a flash.

 

Honestly, don't be afraid to cut the ties.  Just make sure the ties are the only thing you're cutting.  Once the rats nest is all apart, it will make sorting and cleaning up the mess a LOT easier.  I had the same problem with my old case and power supply.  In some spots in the foto, it looks like they used heat-shrink to bundle the cables together instead of some sort of tie.  No problem, just make sure you don't snip the cable when removing the ties.
