Cheap FP64 performance

My friend asked be me to find him a cheap GPU that has FP64 performance for fluid modelling (I have no idea, I didn't ask, I assume fluid dynamics or something) since he knows I know hardware pretty ok. I was just gonna track down a GTX Titan Black from the Kepler family since that has 1/3 FP64 power, so about 1.7 TFlops, but I thought I'd ask here if anyone knows of anything more powerful for the same price or as powerful for less than the cost of buying one off ebay used, it may also and preferable come from eBay EU. I know there are a couple of other ones that as as powerful but power consumption is sort of a consideration, he said it might be running for a while so try to find something that won't use a ton, but he understands that at this price point (€400 or so) he won't be getting anything from the last few years.

I can't think of anything better tbh. The 290/290x are 1/8 rate but that's not as good as 1/3, 280/x are 1/4 but they're way weaker.

Yes, I do have a Quadro K5000 but I use that in a server (single 8 pin at the back for the win) so I can't sell it to him. Titan Black it is
