Id get a cheaper case, it won't affect performance.

 

Look for used gpu's, you can often get much better performance for the price.

 

Get a better hdd. That hdd will be sooo slow, it will be a pain to use.

 

 

Id hunt for a used dell optiplex and just put a gpu in it. You can get a working system for about 150 with a i5, 8gb ram, 500gb hdd and windows, then add a gpu.

Be responsible with your money, but never get into the state of mind that spending money for fun is a bad idea. 

 

as long as you can pay for what you need to (bills, food, housing), you shouldn't be concerned with where your fun money goes.

Why can't you save up some money and not go the cafeteria as often because it is pretty expensive in the long run

The Problem is that while I have offered to pay (I have MORE than enough) for it my mom says I should spend less based on what I am going to do with it, and that she thinks 400$ is a lot. I can still ask my dad though.... Also I'm 13... Yea.. I bring my lunch every day

Ok and one of my teachers didn't go to the cafeteria for his high school period and had enough money for a all round trip to Mexico and tell your mom that's the cheap end on pc gaming and show her Austin Evans

Honestly, the used market is a great place to start if your budget is very small.  Look what LTT has done with scrapyard wars!  You can negotiate for a great deal, it just takes a bit more research to understand which parts are worthwhile.
