Looking good! I'd recommend a 250-500Gb SSD with a 1-2TB hard drive. Probably a non-ultrawide monitor as well.

What's wrong with the ultrawide? I may get the 2tb hdd but I see no point in a 250 since all I'm putting is windows on it.

You can get an RX480 on a good deal at or around the same price of the RX470. Just bookmark http://www.dealsource.tech/ (if you live in either US, UK, CAN, or GER). That, and maybe spend a little less on the case. Yes, having an $80 case is pure bliss, but at this type of budget, I wouldn't see a reason to.

I have $150 more that I can spend. And all the 480s I've found are from scalpers who jack the price up

150 more? And I have no idea who a scalper is. You're probably looking in the Mad Max wastelands if you use that term lol. They typically go on Amazon for around $230, and thats the lowest theyve gone I think.

Also I can't find any 480s that aren't overinflated

For some reason, AMD 480 and 580 are used for Ethereum mining (Similar to BitCoin).  They were once selling for < 200 on Jet.  They are now over 500.  OP may be better off getting a 1060 6GB instead.

I'd choose intel over AMD. Their IPC isn't that strong regarding single threaded tasks (which believe it or not - is still relatively important today).
