Create a User Limit in OpenVPN

Currently, I am running an OpenVPN Server for a few people, and plan to expand it into a small business. The problem that I am having is that I email the clients their .ovpn client file which is an autologin profile. I was wondering if I can set it so that only 1 device can be connected concurrently to each profile, and if so how do I accomplish this. If any more information is needed, please let me know.

When I was running a VPN company I was using a RADIUS server for authentication which allowed me to limit the concurrent connections for each account. I was using a paid plugin though for my billing software so I don't know the specifics but it might be worth looking into RADIUS.

what if they setup their connection at the router level?

I can't really help you, but I know that it is possible, since that is the way my Server works... Only one device per client certificate at the same time.
