What is the minimum for streaming at 720 30fps because I would like to do some streaming when I get my pc and I have 1.7 mbs upload

Im mostly on discord now and you can find me on my profile

 

My Build: Xeon 2630L V, RX 560 2gb, 8gb ddr4 1866, EVGA 450BV 

My Laptop #1: i3-5020U, 8gb of DDR3, Intel HD 5500

you could, depends on the bitrate, your system might have trouble depending on the game you are playing.

If you use the X264 encoder you should find your 1600 does fine for streaming at 1080P 30 FPS or 720P 60 FPS

You should be good for that upload speed. Just keep bitrate under 2700.

What "minimum" do you mean?
If you talk about bitrate it's gonna be tight but may work, 1500kbps should be ok for that resolution and rate.
