Newly built PC black screen

I tried booting up my newly built PC and all I get is a black screen, all the fans are spinning and all the LEDs are on. I tried booting up with one ram at a time, tried different hard drives, different monitors, tried booting without my graphics card and still no hope

Is it possible your BIOS is outdated for the CPU you're using?
