Looks like an enterprise type dealio, probably not for installing your OS and games as it is called a "Storage accelerator", kind of reminiscent of something like a Tesla.

reading through it seems they were trying to say it has a potential full pcie 3x16 connection instead of sharing dmi 3. But still it's pretty ridiculous, in most cases it won't make any real difference
