So for some reason I'm running at lower FPS then i should over watch is about 40 fps, witcher 3 is at 40-45 i feel I'm forgetting something or bottle necking somewhere. they are at max settings at 4k.

 

16 GB ddr4

ryzen 7 1800x at 4.1Ghz

rog geforce 1070 8gb OC in SLI

crosshair vi hero

1000w PSU

liquid cooled

 

what am i missing?

GPU drivers?

Enabled SLI in the nvidia control panel?

Clean installed windows?

Windows updates installed?

turn down the settings. the difference between max and ultra/high is usually pointless things, like super-ultimate-intensive ray tracing, which you won't notice at all. you could also turn off supersampling, since you're playing at 4K

60 fps seems to be the norm look at your GPU usage

 

Looking at benchmarks, around 40-45 fps depends on the area 1070 SLI looks to be about right at 4K. The Witcher is an intense game to run a single 1080 gets about 40-50 fps at 4K max and can dip into the 30s.
