yup. you've got the min state to 100% so it's always at max clock.

 

Balanced would be just fine. give it a shot and see what happens.

So my media pc is always running at 4.3ghz, this happened since i updated to windows 10, and no bios settings have been changed. Due to the fact that the pc is normally just idealing i would like it to be able to down clock to reduce heat and noise output, screenshot below shows what i mean, along with advanced power options (I think the fault is there?)
