Can take a leaf blower to my PC and remove the cobwebs in there or do i need to paint brush everything. 
(Compressed air can not available)

Don't think that would be a very good idea.... All that air could damage your components

If you have THAT much dust wouldnt it help to just open the side panel and shake it a bit?

Doubt that would work well, guess you'd be limited by the heat transfer of the heatsink and heatpipes themselves :D

Use tape to make sure the fans don't spin and i guess give it a try...

Also, just a suggestion, record it :P

If it does go wrong we can at least have a good laugh.

Aww man, you should have told me before. I could have filmed the bricking of my z170 motherboard, the death of my i5-6500 and the dead of my r9 380 too :(

i dont see why not, just make sure you unplug all of the fans or tape them so they cant spin, bc if the fan blades spin the motor will generate a current that could theoretically brick your motherboard
