342 usd? Add about 20 more dollars in and you can get a GTX 1070... https://pcpartpicker.com/products/video-card/#sort=a8&page=1

all the games?

A 980ti is overpowered for 1080p60. Get a 1440p monitor for that gpu

Yeah, you will most likely be able to game at ultra 1080 easily. Also, I would recommend getting a 1070 instead of a 980 ti but the performance would be similar.

Your CPU will bottleneck in 1080p

What's your PSU model?

The 4470 will likely be fine though upgrading it and the ram should be happening soon. Personally, 8gb of ram isn't enough gotta have 16GB.

DDR3 still good, 16GB is plenty

Upgrading to DDR4 will require new CPU and mobo

A lower resolution would take away the stutters.

Probably at 1440p where it puts loads on the GPU, then maybe it won't bottleneck. At 1080p at slow CPU will bottleneck a fast GPU

CPU: Ryzen 2 2700@ 4.0Ghz    Mobo: Gigabyte X470 Gaming 7 Wifi    Cooler: EVGA CLC 240    GPU: GTX1080 FTW DT @ 2113Mhz   PSU: EVGA 750W P2

Case: Fractal Design Meshify C   Displays: 34" LG34UC79G, 24" Dell
