Flat and Matte are essentially the same finish, yes. That paint should work fine, as it says in the item description that it adheres to plastics.

Thx so which is best matte or flat I need a simple look not too shinny not too fading just a simple so I think I can go with flat ?

Either works whatever is cheaper. What matters most is if and what clear coat you put on it. It can add or remove a lot of gloss.

I don't want any gloss

Then use a flat or matte paint without a clear coat.

You should be fine without a clear coat anyway, but they have a wide variety of finish types from matte to extra glossy. It mostly adds additional durability which shouldn't be an issue unless your painting a laptop or something like that. You shouldn't need it, so pretend like I never brought it up.
