Have you tried compatibility settings (right click on executable and so on) ?

 

In the worst case scenario, you can install Virtualbox and run the game inside a windows 7 virtual machine inside Virtualbox.

Sounds like a similar issue to what I had with FO3. Installing GFWL Disabler fixed the issue for me.
