blury screen on windows 10 on a new pc

hi i need help with my friends new pc. he instaled windows 10 and when loged in it is all blurry and not focused its set on 100% text and app size. is ryzen 1600 and gtx 1070 monitor is vga with dvi to vga convertor. and his monitor has no auto or calibrate butten.

You might want to co-ordinate with your friend here 

You both have the exact same screenshot. I'm just saying that if this was one thread you might not get the same answers twice then and cause more work for people trying to help you.
