Can't you just buy used Xeon from ebay cheaper? Then just get new Graphics card.

The RX580 8G is slightly better overall than the GTX1060 6G.

 

I have the 1060 6G, Battlefield 1 High preset at 1440p, 70-90FPS.

With a 4770K @ 4.6ghz. Big difference.
