I conclude that it works as it did before and I will resell, not to any foreign country like that guy (i'm an idiot lol).

I sold my R9 390 XFX on ebay. When the buyer received it he reported that the fans did not work till 80-85 degrees and that the GPU went over 90 degrees. I wish I tested that so I could invalidate his claims if he is lying. I today got the card back and the connector to the GPU fan is unplugged (seemingly impossible to do unless you remove the fan completely) and the stickers on the back were removed to unscrew. He even said he would try to fix it. So since he messed with it and I can't confirm if his original claims were true can I get my money back?

You got scammed. Lol. 

 

You should never let some ebay noob take anything apart before sending it back when they can't even set up a fan curve. He could have had the same card, but dead and swapped you pcb for his but left your cooler on the dead one he sent back.

I don't think so. You already got the GPU back, see if it's in working order. If it doesn't work, then maybe you can file a ticket and argue your case. But if it does, just resell it.

I'll have to remove the fan to plug the fan connector back. I'll try it.
