No, it is normal to freeze, because it uses all of the available resources. As along as the PC doesn't crash or the CPU throttle, then it should be fine.

4790k OC Stress test with IBT freezes computer for a few seconds and resumes to normal after? Does that indicate instability? I ran LinX 20 passes and it passed. I'm not sure if freezing during a stress test is normal though.
