in the store I saw this HDMI to micro usb before I get ripped off I wanted to know if this is actually a thing

It's probably an MHL adapter, or a Slimport adapter.

The device (most likely a smartphone or a tablet, correct?) needs to support it, otherwise it won't work. If you do then it works just like you'd expect it to.
