Nvidia using HBM2

On the nvidia V100 accelerator they are using HBM2. did they have to buy it from AMD? how are they using amd's tech?

Just pay for using HBM2. Buying products from competing companies isn't something new

It's not AMD's tech . It was just co-developed by AMD . that is , it's part of the JEDEC standard in the same way gddr5 and ddr4 are .
