CPU performance and FPS issues

So for some graphically intensive games, I see how FPS seems to be inconsistent. I did a small test using MSI Afterburner, and Task Manager and saw that both CPU and GPU are at 100% usage. I currently have an Intel i5 4670K at 3.4GHz, and a GTX 1070. So I believe that the CPU is bottlenecking, since benchmarks of say The Witcher 3 run at about 83 FPS on max, while I'm going on 70FPS, and sometimes it drops below 60FPS. Also, there is a large amount of stuttering on GTA V, but I also heard that it could be a software issue. So if it does turn out to be the CPU, should I upgrade, or overclock? 

 

Other PC Specs:

Ram- 16GB of DDR3 memory

Motherboard- MSI MS-7917 

OS- Windows 10 64 bit

Try to overclock the CPU. It should go up to 4 ghz. You Mainboard may have auto overclock settings for that cpu. Then bench again. 

 

Update drivers, chipset, gfx etc. and turn off the Win 10 gaming mode.

Try overclocking first, it could help a bit. The Witcher 3 and GTA V both have CPU demanding parts of the game and such an i5 can bottleneck a GTX 1070 at 1080p in those cases.

If they are both 100% nothing is bottlenecking other than the complete system.

Thanks guys, I overclocked the processor, and the issues seemed to have been alleviated!

Do u have a 240hz monitor? If so maybe your game settings aren't changed to the hz of ur monitor.
