You can have a complete AIO system with the CPU and GPU on AIO coolers using a GPU adapter bracket, it would not have the associated cost and maintenance necessary for a custom loop.

Agree with this, but would add that if you do this it will have a limited lifetime too, so might be better to get AIOs that can be re-used for a custom loop in the future instead of throwing those away.
