Friend's Build!(YouTube/Twitch Gaming)

Hello! My friend has been doing some youtube videos latley and he has realized his old PC isnt going to hold up anymore. So as I said he is going to be doing lots of youtube videos, so he will be doing lots of gaming and editing. He is also very interested in streaming. His budget is $650-700 US. He will be bringing it around to different houses, so I was thinking he might want to go with a 400R as it has a handle on the top, and lots of expandability. He isnt bias to any companies, so we can go with AMD, NVidia, or Intel and he wont care. He would like to begin overclocking because he has heard lots of good things about it. He has some storage already so it is not necessary.

 

Games he plays:

Battlefield 4

Minecraft(He would like to try some high res texturepacks and shaders)

Garrys Mod

Chivalry

Saints Row

He would also like to play GTA 5 once it comes out on PC.

 

He plays at 1080p and has a couple other lower-res monitors(1680x1050 and 1600x900) that he uses(not for gaming).

I just talked to him and I guess he really has his heart set on the 400R. So I was thinking about bumping down to a 6300 but I decided that I would just bump down to a 7950. If I was to overclock, I can get stock 7970 performance(or better).

Also should I go with a 760? I heard it performs better. He also would be able to use CUDA(He likes to screw around in After Effects)

If he can utilize CUDA acceleration, yes.
