PCI Express & CPU Compatibility

It will work

A friend of mine has an ASRock G31M-S and he's worried about its PCI Express slot (it's 1.0). Would a new GPU be compatible with it?
Also, his CPU is an adapted Intel Xeon L5420, will there be bottleneck issues if he buys something like a GTX 1050 or a RX 460?

shoudn't affect anything though I would reccomend getting another 4gb for like free of 10 bucks
