Low FPS despite low usage of CPU and GPU

Hey guys,

 

I had to recover my system lately. Before that everything run perfectly fine, high fps no drops, nothing to complain. After I recovered my system with a back-up games like GTA V, BF1, Mass Effect Andromeda or Cities Skylines don't work properly no more. They barely reach  60 fps, and stay at 30 - 40 FPS average. 

My mobo, CPU and GPU drivers are all updated, thermals are fine too (CPU ~ 60°C ; GPU ~ 50°C). According to NZXT in-game Overlay the usage of both are below 50%. The task manager shows that there is no other application leaching any performance.

 

I'm running a Intel i7 7700k at 4,8 Ghz OC with a NZXT X62 and a Galax GTX 1070 HOF edition on a Aorus Gaming Z270-K7. My OS and the games are installed on my SSD.

I checked device manager, Nvidia drivers, it's all up to date. BIOS got updated today.

maybe try DDU and reinstall anyway?

What is the monitor Hz if it is 30hz you would be limited to 30hz

Make sure in your games it is 60hz is enabled
