So my parents are planning to build a very budget oriented PC. Mostly for movies, surfing and adobe programs.

 

So I made this on PC part picker.

Budget is $400 and it needs to be as small as possible.

You'll need a skylake CPU with that build. Or change to another cheap B250 board.

More than likely it would work on a B150/H110 board, at this point Kaby Lake compatible bios have been available for over six months, but it's not guaranteed, so it is advisable to not go that route.

A G4400 is not similar. A g4400 is a dual core with no hyperthreading. 

We live in Sweden though, and I'll tell you that it's not working here yet.

People might not be buying enough motherboards that AREN'T updated yet since well.. I've built 3 for friends and all of them hade the same issue about BIOS.

Last build was a month ago.

 

I second you about the G4400, it IS good, but the G4560 is hyperthreaded.
