New Battery & AC Adapter, Battery Wont Charge

I have a Dell Laptop Model M731R. The battery stopped charging and the unit wouldn't power, even on AC power. So I ordered a new battery and a New AC Adapter. The battery will NOT CHARGE. The laptop works on AC power alone, and it works on the charge already in the battery, but no charging. I am confused. I wouldn't think the motherboard is bad since it powers up and works just fine on AC Power. What gives? 

Anyone have any ideas?

Charging IC broke. 

Ryzen 5 3600 stock | 2x16GB C13 3200MHz (AFR) | GTX 760 (Sold the VII)| ASUS Prime X570-P | 6TB WD Gold (128MB Cache, 2017)

Samsung 850 EVO 240 GB 

138 is a good number.

Is this something that could be replaced independent of the mainboard?

Probably not.
