lag random lag spikes

hi

ever since i reset my computer to factory reset my internet has had some problems. my internet is super fast it doesnt have lags anywhere but on my pc when i play games i usually get random lag spikes and the most noticed ones was on the game league of legends where i have 32 ms normal  but then randomly i get 1000-2000ms for like 5 seconds and it happens pretty often and it happens like that with almost every single application but i cant seem to find the problem of what it can be because i replaced the internet card that i had on my computer to an usb asus ac56 but on it i get faster connection but i still get the random lag and its even higher or it just completly freezes until i turn it off and on.

i have an i5 2300,gtx 1070 8gb,12gb ram and 802.11n wireless lan card which is the one i have inside my pc not the usb.

please help me find a solution to fix this lag problem

What kind of internet do you have?
