Definitely the 1400. The Intel alternative (in terms of price) would be an i5-7500. The i5 is locked at around 3.6ghz and is only 4c/4t whereas the 1400 will be 4ghz~ on 4c/8t. The 7500 has an IPC advantage of about 7%, but Ryzen's higher clockspeed will compensate for that. So the 1400 will have similar single threaded performance but much better multi threaded performance.

So my friend needs a new CPU because he was dumb when he built his computer the first time and built it with the 50$ athalon. So basically he needs a new cpu within the 200$ range that is good for gaming also he want to know if its worth getting the Ryzen 5 1500X or an Intel CPU that can overclock. Thanks for the help.

Ryzen 1400 is the way to go.

 

The only Intel CPUs that make any sense are the G4560 and the i7-7700k, everything else is beaten by Ryzen. The 1500x is just a higher clocked 1400, so it's not worth the extra cost.
