Check Resource Manager to find the culprit. 

Are you practicing safe browsing?

Because starting with Windows 8, Windows actually makes proper use of memory similar to how Linux systems have been utilizing RAM for years. Unfortunately, TaskManager doesn't indicate where the caching of the used RAM is being done, so it simply appears that "nothing" is using all that RAM, when in fact it's simply being used as allocation space for open processes.

 

Allocating RAM is NOT the same as actually using RAM. It simply means that the OS and programs have allocated way more RAM than they need simply because the RAM is not being used elsewhere. When another RAM intensive program is opened, Windows will change where this "ghost" RAM is allocated, and it will actually become used by the RAM intensive program.

 

I have 20GB of RAM, and upon boot with just Chrome and GetFranz open, I'm sitting between 10GB and 12GB used. However, when I launch Cities: Skylines with 100+ mods and over 1000 assets, my RAM usage actually goes down to around 9.5GB on average, and TaskManager starts reporting real RAM usage by Cities: Skylines - around 6.5GB is used by the game, and the remaining 3GB is what my other programs are actually using.

 

Please note that this is a gross simplification of RAM usage, and not actually how it works since I'm not a developer nor do I care to learn assembly language. i agree i have tried that and both sticks work well it inly happens after the computer has been on for about 2 hours then boom 70% usage
