why do you wanna watercool it? if you want a custom loop, it will cost you half of your budget

ok, what are you gonna use your PC for? are you gonna overclock or not? do you need peripherals? i'd not recommend custom loop for you as you might as well spend the money on better components

Then get GPU water block + 2 additional fittings. You are ready to go with water cooling.

The rest of your money can be spent on acctuall hardware for PC.

So as you can see, you are already at 500€ mark and you only have water cooling taken care of.

Not sure what you can get for the rest of 1300$. Maybe Ryzen 7 1700 + GTX 1080?

isnt it gonna quite loud with only 1 rad?

Well it depends. He can always buy some aftermarket fans and should be better. 360mm rad is enough for CPU and GPU, but if you want to run fans at very slow speed, you need to have 2x 360mm rad ... again he can buy it after, if he decides that he want to have more quiet set up. But it will mean that he will need to take few hours to dry loop and re-do it with another rad.

That 360mm kit is great for someone who is doing his first water cooling build if you ask me.
