I have a gigabyte 990fxa-ud3 and this is considered normal if you've changed any of the bios settings; at least for my board. 聽Could just be something the gigabyte ultra durable boards like doing.

My old Abit board did same thing after getting new PSU. Everytime after cold boot it powered up, then down and then normally. So nothing to worry about it there. I haven't used new board so long that I could remember it doing same.
