GPU Utilization at desktop? | 980Ti

Hi all,

 

On a fresh restart my GPU is hovering around 40% usage and 60c..... No clue why... Any ideas?
 

I did turn off "Power management mode"  to "adaptive & didn't see it change or anything.

 

UPDATE : My GPU power is at %40 but my usage is at 1-3%

I don't think so. I'll run windows defender & avast and comment back.
