Why would you lower the usage? It's there for a reason, for applications. It's meant to be used if it's there. If you run out, Windows will move data to page file and make memory available.

The operating system will use all the unused memory to cache files and speed up things.

Exactly. If you feel 16GB is not enough, which it is for most people, then upgrade your RAM.
