Under $700 in Cali, US. Video recording and gaming. 1 monitor at 1920x1080. I'n not goingto be counting the peripherals to budget. Going to buy K55 RGB Gaming Keyboard and mouse. Also, getting Windows 10 Home.

b250m motherboard 

i5 6500 cpu

8gb ram ddr4 2400 mhz

rx 480 4gb strix

wd 1tb hard drive

evga 500 watt bq psu or 430 watts will work

pc case corsair 100r or nzxt s340

awesome build for around 750 USD

thank me later and add an ssd for faster booting windows by making cpu i5 6400 or 6402p

Should be a nice little rig for you under 700. easily going to reach 60fps in pretty well any game at 1080p, supports overclocking if you want to go that route (although I would recommend an upgraded CPU cooler if that is what you wish to do) and has all the expansion options a guy could want for future proofing. you could even Crossfire down the road on this rig if you wanted (although I would recommend a higher wattage PSU if that was your intention). You may want to add an SSD, or swap the HDD for an SSD.... but that is your decision (or stretch your budget a little bit and get both :P )
