In  Windows 7, Control Panel > Region and Language, Keyboards and languages ...

Hit the button and add or remove keyboard layouts  from "Text services and Input Languages" window, and you can also configure the shortcut buttons there, enable the active language icon (near the clock) and so on.

 

Don't know if things are changed in Windows 8/10...
