Bugged Cpu Fan?

CPU fan is controlled using PWM by the motherboard. You should be able to adjust this setting in the UEFI (BIOS)

My cpu fan has always been loud. I've noticed that the fan speed always stays the same. So I was wondering if it was possible to reduce cpu fan speed? The temperature of my cpu stays around 40C and considering my PC is actually designed to be quiet, its just the cpu fan. I don't really want to change out the cpu cooler. I have what I believe to be *moderate* pc knowledge.

It's either in the BIOS, or use Speedfan.

Yes you can change CPU fan speed and you can just replace the fan which is pretty darn cheap :)
