Well it depends on the circumstances behind those max temps. You need to check max temps and average temps while doing a stress test like OCCT or Aida 64. Idle temps / max idle temps are not telling anything about the effectiveness of your cooler. It seems normal from your screenshot but you need to check during heavy load

You provided a screen shot of temps, but didn't tell us anything about them.  Based on your 30c idle temp, your delta was 25c so it doesn't look like you hit it with much of a load.

 

Download HWinfo64 from here.  Much better monitoring solution.  Run a stress test of some sort (tell us what you're using) and post a screen shot of the HWinfo64.
